NEW DELHI — The formal framework to regularize 1,728 unauthorized colonies have been readied by the Central Government, and a bill has been drafted to give a one-time reprieve from income tax liability and levying of stamp duty for the registration of properties. The legislation that will put the official stamp on the regularization process is now complete.
In the time allotted for the winter session, we should have no problem passing the law. “It will officially award the property rights to those who live in illegal colonies,”
Housing and Urban Affairs Minister Hardeep Puri told the Economic Times (ET). After the Bill is enacted, the Central Government will officially begin the procedure outlined in the program that has been given the moniker PM-UDAY (Pradhan Mantri Unauthorized Colonies in Delhi Awas Adhikar Yojana).
On October 23, the Cabinet voted to authorize the regularization of previously unapproved colonies.
The bill would provide citizens with a one-time exemption from their need to pay income tax. In addition to that, it will provide a discount on the stamp duty and penalties.
The Delhi Development Authority, which is the main body for the execution of the regularization process, will publish its online page as soon as the Bill is enacted, and then it will appoint agencies to determine the geo-coordinates of plots.

Because some individuals may have difficulties registering online, the DDA plans to start going into these colonies in December to assist individuals in enrolling. Puri said that there was a high level of confidence that the whole procedure will be finished within two years.
The PM-UDAY program will require residents to do an initial self-assessment, which will then be assessed by field officers.
Every person living in these locations will be expected to sign up for a DigiLocker account and submit whatever papers they have that are relevant to the property they own in the illegal colony. After that, the individual will snap images of the property’s exterior using their camera.
